Pennsylvania Governor Tom Wolf’s March 23 shelter-in-place order effectively brought an end to non-essential shopping in the Scranton, Pennsylvania, area, and thousands of retailers in Lackawanna and Luzerne counties have closed their doors, with no clue as to when they will be reopened.
