Critics of a plan to dig a tunnel under a highway that stretches across Toronto are calling the potential project a made-in-Canada version of Boston's criticized Big Dig, known for being wildly over budget and delayed for years, though by most accounts the underground highway is much appreciated by residents and visitors today.
