As Greater Manchester Combined Authority launches the Good Growth Fund, with Mayor Andy Burnham declaring that the city region will no longer “let anonymous lenders decide what they will and won’t fund”, a new model of economic development is beginning to take shape – one that prioritises long-term, patient capital over short-term gains.
