The federal government and the Texas Department of Transportation have ended an impasse on the Interstate 45 North Houston Highway Improvement Project, allowing the infrastructure development to move forward with a $9 billion plan to update a stretch of freeway between the Bayou City’s central business district and the North Sam Houston Tollway.
