Potential office park conversion adds to apartment boom in this Silicon Valley city

Last November, voters in the tidy suburban town of San Mateo, about 20 miles south of San Francisco, passed a law that raised height and density limits in parts of the city where officials wanted to encourage more apartment buildings.
