Ride-hailing company Uber Technologies Inc. plans to establish its new regional hub in Dallas, making it the largest employment center outside its hometown of San Francisco, after state and local officials approved about $36 million in tax breaks and other incentives to bolster the Texas city's position as a leading U.S. technology job center.
