The 11-story tower at the north end of Hayward, California, was once home to the city's primary government offices. But after the city sold the property to a developer in the '90s, the building fell into disrepair. Today, the structure is a crumbling eyesore that's been uninhabited, outside of the occasional vagrant or graffiti artist, for nearly 20 years.
