Developer Phase 3 Real Estate Partners and financial services firm Barings are teaming to recapitalize and convert the former Thomas Jefferson School of Law building in downtown San Diego into a life science property, the latest venture seeking to establish a biotech hub in a portion of the city where the industry is essentially nonexistent.
