Miami-based Related Group has completed the latest phase of its long-running Liberty Square overhaul with 193 mixed-income apartments and marking a major milestone in the redevelopment of the nation’s first public housing communities.
Dubbed Serenity at Liberty Square, the redevelopment is the fourth phase of a nine-phase revamp of Liberty Square. The 193 residences at 1415 NW 63rd St. include 27 public housing units and 50 project-based voucher units, with the remaining 116 homes set aside for affordable and workforce housing, serving households earning up to 80% of Miami-Dade County’s $87,200 area median income.
Liberty Square originally comprised 243 single-family units when it opened in 1937 about four miles northwest of downtown Miami. Remnants of a wall erected to segregate the growing community can still be seen along some nearby roadways.
The project’s phased redevelopment allowed existing residents to avoid relocation. And upon completion, the 60-acre redevelopment will include approximately 1,800 public, affordable, workforce and market-rate residences, alongside homeownership options and community amenities.
Financing for Serenity’s development included a mix of low-income housing tax credits, HUD’s community development block grant, Florida Housing’s State Apartment Incentive Loan, Miami-Dade County surtax funds, and deferred developer fees.
Unlike the original barracks-style housing provided decades ago, Serenity at Liberty Square comes with modern amenities, including new landscaping and common areas such as a fitness center and children’s playground.
For providing an expanded offering of affordable and mixed-income housing options, resident considerations and the complex financing structure, Serenity at Liberty Square won a 2026 CoStar Impact Award for South Florida, as judged by a panel of real estate professionals familiar with the local market.

What the judge said: “Providing affordable housing is a must in South Florida," said Michael Feuerman of Berger Commercial Realty. "Rising costs in every sector of daily life are pushing long-time residents out of the area. Related's commitment ... allows longtime Liberty City residents to remain in the area at affordable rates."
