The Localism Act is 10 years old this month. With the exception of neighbourhood planning, which was pursued with enthusiasm in some parts of the country, localism is generally seen has having had limited impact on planning and development. Recently the government’s direction of travel appears to be towards regionalism rather than localism: an increase in mayoral authorities, more combined strategic plans, and potentially an increase in the establishment and use of development corporations.
