Software maker Salesforce plans to be the anchor tenant in a 60-story tower that will be the tallest in the historic Wolf Point area near downtown Chicago after the mayor rewrote the zoning rules to lure the company with the promise it could flash a sign advertising its name over the heart of the nation's third-largest city.
