Health care provider Kaiser Permanente Inc. has plans to build a new $900 million headquarters in Oakland, California, that would be the tallest office tower in the city and the second-largest by square feet in the San Francisco Bay Area, a sign of the company's commitment to its hometown as well as further proof of Oakland’s rising prominence.
