Brookfield Property Partners plans to extend New York City's High Line elevated park to connect to the developer's own Manhattan West project and the newly opened $1.6 billion Moynihan Train Hall in a $60 million public-private partnership to help the Empire State recover from the pandemic's economic and tourism toll.
