Lendlease Mulls Bringing in Partners For £2 Billion Haringey Development

Australian development and construction giant Lendlease is considering options to bring in investment partners on a £2 billion scheme in North London that has faced bitter opposition from Tottenham Hotspur Football Club.

The mixed-use redevelopment scheme, called High Road West, is close to the Premier League club’s stadium and proposes a neighbourhood that will include six tall buildings and a new public park.

The plans are for 2,600 homes and 40% affordable housing, of which at least 500 will be council homes at council rents. There will also be new or improved community facilities such as a library and learning centre and space to support local employment, education and training opportunities.

The plans would redevelop an 11-hectare area comprising 300 flats and several industrial and commercial plots.

Haringey Council appointed Lendlease as development partner in 2017 as part of a wider joint venture that ended up the focus of a high-profile legal spat between the two a year later. The eventual scheme was granted planning permission in August 2022 following a delay caused by objections from Tottenham Hotspur and Arup over the quality of the plans. The club has rival plans for the site.

The club then issued a legal challenge to Haringey over the permission, claiming that the council had failed to consider the heritage impact on North Tottenham’s conservation area and listed buildings, and over crowd control issues. That was thrown out in October 2023.

A public inquiry into the compulsory purchase order for Phase A of the development took place in November and a decision is imminent.

Market sources have told CoStar News that Lendlease has now begun to approach select parties about investing in the project. The developer said in a written response it did not plan to sell the entire project.

A spokesperson for Lendlease said: “Lendlease remains committed to the transformation of High Road West and, as with all our large urban regeneration schemes, we continue to explore opportunities to accelerate the project, which might include new partners working alongside us."

Lendlease’s UK development director Bek Sealey left her position at Lendlease in October 2023.
