Following a building boom in the 1980s, New Jersey was left with a surplus of outdated suburban office complexes – "white elephants" – as local real estate developers call them. The hulking office complexes stand vacant, not generating revenue for their owners or the towns where they are located. But a developer is about to rid the Garden State of two such properties.
