H & B II LLC, a group of California private investors, purchased the 186-unit property on 1502 E. Osborn Road in Phoenix for $8.98 million, or about $48,280 per unit. The seller, IDB Investments LLC, another group of California private investors, sold the 27-building, 133,406-square-foot apartment complex.
