Homes England launches £138 million property services framework tender

Companies are lining up for one of largest UK public sector advisory contracts.

Homes England, the government housing agency, has tendered its £138 million property services framework, one of the largest public sector real estate advisory contracts in the UK.

The four-year contract will replace the existing 2022-2026 property professional services framework.

The contract is understood to comprise three lots. The biggest is the £96 million property professional and technical services contract which takes in the full range of property services, including supporting acquisition and disposal activity, investment and appraisal services, property/asset valuation services, development structures and partnerships, design quality management and property management services. It is likely 15 suppliers will be picked for lot 1.

The second element is the £18 million financial advisory services lot with 12 suppliers likely to be appointed.

The final lot is the £24 million development monitoring services. This will appoint specialist suppliers to assist in the delivery of monitoring surveyor services, compliance inspector services, and project and cost management services. It is expected that 15 suppliers will be picked.

Homes England last appointed a national framework of property professional and technical service providers for these services in 2021 with the contract worth an estimated £100 million.

The members of that Homes England property framework are: Aspinall Verdi, Avison Young, BNP Paribas Real Estate (including Strutt & Parker), Bradley Hall, Carter Jonas, CBRE, Cushman & Wakefield, Deloitte, Eddisons, Gerald Eve, Hartnell Taylor Cook, JLL, Knight Frank, Lambert Smith Hampton, Montagu Evans, Roger Hannah, Sanderson Weatherall, Savills and Thomas Lister.
