After years of waiting for a mixed-use development to take shape along the shores of Lake Ray Hubbard in North Texas, a yet-to-be identified developer, city officials and residents will have to wait a bit longer before a new public-private partnership can begin developing what could be an eight-acre lagoon the equivalent of 10 football fields.
