Published without fanfare, the Ministry of Housing, Communities and Local Government recently issued a report on the use of surplus assets by local authorities – a move that, at first glance, appears to signal a welcome effort to address this important issue. Except that, on closer inspection, the report was published, for reasons of transparency, no less than a decade after it was originally prepared back in 2015.
