Greater Philadelphia's retail development pipeline remains heavily pre-leased, with the region's largest projects securing commitments from national retailers before beginning construction. Speculative developments, those without tenant commitments, remain extremely limited, as asking rents in most areas are not high enough to offset elevated land and construction costs.
