Businesses on the cusp of reopening after a coronavirus shutdown are instead boarding up windows and empyting cash drawers after Minnesota Gov. Tim Walz declared a state of emergency, this time to contain protests that erupted in Minneapolis over the death of an unarmed black man in police custody.
