An investment firm has paid one of the Twin Cities region's highest sums of the year for a large multifamily complex built during the Clinton administration in Cottage Grove, Minnesota, a far suburb on Minneapolis-St. Paul's southeast side, where the cityscape at last gives way to farm fields and orchards.
