A joint venture plans to soon begin work on a luxury high-rise apartment building in growing Bethesda, Maryland, an affluent suburb that is still shaking off acute effects of the coronavirus pandemic but which could be boosted by hospitality giant Marriott International's planned new headquarters next year.
