Last year's office leasing activity in Orange County, California, did not make up for a slow first quarter and finished 2023 down after rising marginally over the prior two years. New leasing volume totaled 7.5 million square feet, falling from over 8 million square feet in 2022 and coming in 19% below 2019 pre-pandemic levels.
