An affiliate of Sumitomo Corp. bought Collier Center, a 24-story office tower in downtown Phoenix that counts Bank of America, ride-hailing firm Uber Technologies and the Arizona Republic as key tenants, as the city's rejuvenated central business district attracts residents, businesses and investors.
