Fortress Development's luxurious Avenue Bellevue project in the Puget Sound has landed a $700 million construction loan from Silverstein Capital Partners, the lending arm of Silverstein Properties, a long-standing and deep-pocketed East Coast firm that is best known for redeveloping New York's World Trade Center.
