A collaboration between a real estate developer and a city in Oregon has led to the construction of an amenity-rich, luxury multifamily property as well as additional infrastructure in the state's "Silicon Forest."
Atlanta-based Wood Partners last year finished development of Astral and Revel by Alta, a four-star, 594-unit apartment development in Hillsboro, a city about 20 miles west of downtown Portland. The complex sits in Oregon's "Silicon Forest" region, a job hub featuring several tech companies, including Intel and Nvidia.
Astral and Revel by Alta features two sections that offer themed amenity packages available to all residents. On the Astral side, tenants have access to health- and comfort-focused amenities that include a sauna, spa, yoga room, large fitness center, open-air micro market, bouldering wall and roof deck featuring fitness turf and meditation spaces.
The Revel portion of the property focuses on a "work-hard, "play-hard" mentality, with amenities including a gaming cafe, coworking spaces, clubroom with an entertainment wall, speakeasy, mini fitness space, karaoke room and roof deck that includes a pickleball court, outdoor movie theater and social turf with yard games.
As part of the public-private partnership, the city of Hillsboro built streets and sidewalks to accommodate additional vehicle and pedestrian traffic in the area, which already features several other multifamily properties.
Astral and Revel by Alta has been selected by a panel of local industry professionals as the winner of the 2026 CoStar Impact Awards for multifamily development of the year for Portland.
About the project: Astral and Revel by Alta, located at 1390 NE Compton Drive, spans 326,000 square feet and includes 594 units. The unit mix includes 427 one-bedroom apartments and 167 two-bedroom units, according to CoStar data. The property was completed in September 2025. Greystar is the property manager.
What the judges said: "This development offers a new spin on amenities-rich apartment living that appeals to a health-conscious and entertainment-oriented target market," said Julia Freybote, associate professor of finance and real estate at Portland State University. "The cooperation with the city of Hillsboro is particularly noteworthy as it highlights the importance of public-private partnerships in real estate development to lay the foundation for the future development of an area."
"This project is impactful because it raises the standard for apartment living," said Blake St. Onge, managing principal at Cresa. "By creating two distinct lifestyle experiences, one wellness-focused and one social- and entertainment-driven, residents can truly choose how they want to live, with access to an unmatched shared amenity package. Its location near major employers like Intel and Nike supports workforce housing needs, while collaboration with the city of Hillsboro improved surrounding infrastructure and connectivity. It’s more than new apartments; it’s a thoughtfully designed community that enhances livability, supports local employers and strengthens the broader neighborhood."
