Elon Musk's dream of building a vast tunnel network to move commuters off snarled Los Angeles freeways suffered its first setback with a court settlement to prevent digging under the wealthy Westside area, prompting the billionaire entrepreneur to focus on an even more ambitious project: an almost four-mile tunnel from Dodger Stadium to a rail station east of Hollywood.
