There was plenty of skepticism when Hines kicked off a massive capital improvement plan in the earlier years of the pandemic to upgrade one of its landmark San Francisco office towers. Yet as the city's office market begins to rebuild its lost momentum, the global developer's bet appears to be paying off after landing a deal to fill a major chunk of the downtown skyscraper's space.
