Royal Caribbean Cruises has broken ground on a $125 million cruise terminal in Galveston, Texas, after more than a year of delay because of the coronavirus pandemic, while another company, Carnival Cruise Line, is continuing to set sail from Galveston after managing a small outbreak aboard one of its ships.
