The visionary behind a $1 billion mixed-use development in North Texas whose centerpiece is to be a man-made, lagoon-like swimming pool along the shores of Lake Ray Hubbard has launched a new partnership to carry out the project, with construction now expected to begin in September after the city approves construction permits.
