First come the houses, then the shops.
Commercial development had not kept pace with west Roseville’s explosive residential growth in recent years. Local residents had to drive several miles across crowded streets bordering Highway 65 to patronize some of their favorite stores. Recognizing the need, Campus Oaks Town Center—part of the Hewlett Packard Campus Oaks Master Plan—created a highly desirable infill project that benefits the surrounding densely populated apartments and single-family homes.
By providing an appealing tenant mix and needed services in the growing community in a walkable location from these neighborhoods, the project was awarded a 2024 CoStar Impact Award, as judged by real estate professionals familiar with the market.
Armstrong Development built the 115,000-square-foot center during the beginning of the pandemic and attracted 24 Hour Fitness as a key tenant. The center also features restaurants, a credit union, a dentist office and a beauty shop.
About the Project: Armstrong Development completed the Campus Oak Town Center in the growing Northern California city of Roseville. The retail center is located at the intersection of Blue Oaks Boulevard and the future Roseville Parkway extension that will connect travelers from Blue Oaks Boulevard to the current Roseville Parkway. The extension is expected to ease congestion on Highway 65 and will increase the average daily traffic count of this intersection.
What the Judges Said: "The property maintained full occupancy during the challenging times of the pandemic," wrote Peter Hannan, real estate program manager of acquisitions at the County of Sacramento Real Estate Division.
They Made it Happen: Armstrong Development Properties was the developer that included the team of Kevin Parker, president of Armstrong; Charlene Westbrook, real estate manager at Armstrong; Mikol Maitland, construction manager at Armstrong; and Robin Reynolds, assistant entitlements manager at Armstrong. Borges Architecture and engineering firm Morton & Pitalo provided their services. Tilton Pacific Construction was the general contractor, and Engstrom Properties represented Nugget Markets in its lease.
