Honouring a pledge to actively work to solve the city’s housing affordability woes by becoming a de facto developer, Toronto’s municipal government last week said it would provide funding for a 27-storey, 341-unit, rental tower at 26 Gilder Drive in Scarborough in conjunction with builder The Rose Corp.
