A proposal to replace a former General Mills grain elevator with an apartment complex has ballooned in size and scope, and it could become one of the largest multifamily developments in Minneapolis' construction pipeline, on par with the second phase of The Expo in the Northeast district spearheaded by Doran Cos. and CSM Corp.
