Century 21 Stores, a pioneer of the sale of designer duds at bargain prices, has filed for Chapter 11 bankruptcy protection and plans to close its 13 stores, the latest in a growing number of retailers blaming their inability to make rent on insurers refusing to pay for losses in the pandemic.
